Certain hunger prevention nutrition assistance programs (hpnap) are supported by the new york state department of health by means of pass through arrangements with the regional food bank of northeastern new york (food bank). these programs include operation support grants and subcontracts for member agencies of the food bank, a nutrition education project, and a program to fund the transportation of donated foods.
