Mission
The coalition's purpose is to implement an integrated, high quality, seamless service delivery system for publicly funded early education and care programs in broward county, serving children from birth to thirteen years of age. we are accountable for helping families find and pay for local child care and for developing plans to address broward county's early learning system needs.

The coalition administers access to florida's voluntary pre-kindergarten (vpk) education programs in broward county, which are free for all 4-year-old children residing in florida regardless of income.
Quality and education services: the coalition is dedicated to ensuring that child care providers participating in the sr and vpk programs deliver high quality services to children. the coalition uses the nationally recognized classroom assessment scoring system (class) to assess and score child care programs. coalition staff use class score information to support providers and help improve how teachers interact with children with individualized, evidence based strategies. group trainings on a wide array of topics are also available to center directors and classroom teachers throughout each year. the developmental support team offers hands-on developmental support services to providers faced with challenging child behaviorsin their classrooms. they also facilitate referrals to agencies that provide enhanced support to children with special needs.
Eligibility, provider relations and payments - the early learning coalition of broward county provides program support services for subsidized child care including eligibility determination, provider contracting and provider reimbursement services. the elc offers child care resource and referral services(ccr&r), a free community service for all families in broward county. ccr&r assists parents with customized searches for child care providers, educational materials about choosing child care or parenting, and referrals to other community resources about early childhood development.
